The command line tooling lets you/AI manage a lot of your app store interactions though. It's much easier to use that way then trying to deal with the Steamworks UI and doing things manually.
My theory is that Apple don’t care about the stock OS cli tools because they are moving towards making XCode more of an agent harness ..
Anyway, its just a theory.
