I think most haven't put in the effort yet, but it is rather possible to make it extremely inconvenient where even if you get around the blocks, the experience will be extremely slow, random disconnects, non existent upload bandwidth so you could consume but not publish much etc.
I've been to a lot of countries and it was mostly trivial. China was tricky although I see on the web now you get round the great firewall just by using a foreign esim. I think places like China put in a lot of effort.
