So hire Americans and train them. Pay them above market wages so they don't leave. Problem solved. I know at least a dozen people smart enough to write software that aren't in the tech field because the barrier to entry is high. It might not appear high to people in HCOL areas, but in the rest of the country, the barrier is quite high.
