can't we just have tabs + tiling (either tiles in tabs, or tabs in tiles, both can work), and call it a day?

That's their thing. Though a lot can be disabled.

Maybe Min or Zen Browser is more your thing?

Vivaldi has this. Ctrl/Cmd click multiple tabs and art the layout.
